Kheng Chau

Kheng is a specialist planning lawyer and Partner in the Real Estate team.

He has considerable experience of advising on a wide range of work including s106 agreements, s38/278 highway agreements, compulsory purchase orders, urban development and regeneration projects, planning policy, planning inquiries and appeals, and planning enforcement.

Kheng joined Thomson Snell & Passmore in November 2025 from the London Borough of Bexley, where he was Head of Commercial (Contracts, Property and Planning). Prior to that he was a Senior Planning Lawyer at the London Borough of Lewisham. He has also spent time as a Planning Lawyer at the London Borough of Southwark, Kent County Council and the Royal Borough of Greenwich.

Examples of work

Kheng's considerable planning experience ranges from small residential schemes to complex mixed used outline planning applications, tall buildings developments, and student accommodation.

Kheng also advised and played an integral role in the successful adoptions of the CIL charging schedule for the Royal Borough of Greenwich and Bexley Council’s Local Plan.

Education

Kheng studied law and spent his final year as an Erasmus student at the University of Amsterdam. He also has an LLM from King’s College, London.
